Abstract | The Title I Evaluation and Reporting System (TIERS), a part of the Elementary and Secondary Education Act of 1965, provides models for uniform evaluation procedures and criteria to be used by local and state agencies and aggregated into a cohesive Federal report. The report of data collected from 56 states and territories to the U. S. Department of Education is discussed. The districts covered, students served, services provided and staff characteristics are described with statistical data regarding the number of students served by grade level and by service area during the regular 1979-80 term in public schools, non-public schools, and local institutions for neglected or delinquent children. The percent of Title I population served, their ethnic characteristics, parent activity and full time staff participation are described. Summer activities are included. The data from grades two to twelve on student achievement levels and gains in reading, mathematics and language arts are presented with the effects of fall to spring test cycles. (CM) |
